Education in Uganda

A couple of weeks ago, the Uganda Revenue Authority sponsored a meeting under the aupices of the Open Minds Forum to discuss the rationale of funding university education in Uganda. There was a pingpong debate of which areas of lower and higher education should be prioritized, and have the tax payers cash. I find this to be a very simplistic argument. Can anybody join me in this debate.
